How Much Is Prevailing Wage in California? Find Out If You’re Getting Paid Justly

Imagine you’re sweating it all out on a public school renovation project in San Diego. You are laying pipe as a skilled plumber. Taxpayers have funded this project. You expect that you are getting paid like a professional, right? You’re NOT a minimum-wage worker. That’s where we discuss the concept of the “prevailing wage.” These two words will change your life…

Prevailing wages are not a bonus. These wages set you apart from low-skilled workers and respect your experience in your field. Your employer rewards your expertise with this wage type and protects public funds from shady, lowball contractors with half your knowledge.

You may wonder, “How much is prevailing wage in California?” We’ll explain this in this blog. If you believe you’re getting paid peanuts by your boss, talk to us at Rio Law today. We operate in Los Angeles, CA, and help clients like you get your backpay + compensation.

Prevailing wage violations often go hand in hand with unpaid overtime, especially when workers are pushed into long shifts on public projects without proper compensation. Understanding how many hours count as overtime in California can help you spot wage theft early and calculate what you are truly owed.

What is the Prevailing Wage?

If you live and work in California, the Golden State will set the rate of your prevailing wages based on your craft. These wages normally work out to union-level pay (almost double what non-union labor costs). If you read the California Labor Code (Sections #1770 to #1781), you will find a detailed description of this concept. We’ll summarize this discussion for you.

These sections say that everyone working on qualifying public works will get the “general prevailing rate of per diem wages” set by the Department of Industrial Relations (DIR). So, the DIR crunches the numbers based on your city’s local standards. These sections also say that there’s no skimping on the prevailing wages; your employer must pay you properly for your skills, craft, holiday, and overtime (if that public project goes over $1,000 to $25,000).

Prevailing wages cover everyone from common laborers to electricians (as long as they are working on public works projects). The DIR will pull these rates from the CBAs (or collective bargaining agreements). It’s a win-win for everyone. Taxpayers and workers both win!

  • Taxpayers get quality work without the usual race to the bottom
  • Workers snag living wages that match private-sector unions

Why the Prevailing Wage Matters

Some Sacramento workers sued Forensiclean (their ex-employer) for not paying them the proper prevailing wages when they were hired to clean up homeless encampments. They claim that the DIR confirmed they should’ve had a prevailing-wage contract.

Public works like highways or hospitals simply can’t afford shoddy bids from wage-slashing firms. Prevailing wages make sure that local pros thrive and get what they deserve. These wages cut turnover rates and create safer work sites. They also circulate dollars back into smaller CA economies. There’s no room for out-of-state leeches anymore…

If your employer is shortchanging you, it’s illegal (penalties are up to $200 a day per worker). You can file a workers’ compensation claim against them to get your backpay.

How Much Is Prevailing Wage in California?

Ever wonder why a plumber in San Francisco pulls in more than one in San Diego? It’s not a coincidence. The law dictates how your state has to determine the prevailing wages for your trade. Your state can do a survey of the local workers who worked on similar projects in the area. Another method is using the Davis-Bacon wages (also, check out the second-to-last image in this blog). The DIR sets prevailing wages twice a year for your benefit.

The DIR drops updated determinations every July and November, pulling straight from the source: collective bargaining agreements (CBAs), wage surveys, and market data.

DIR’s Semi-Annual Process

The DIR sets the rhythm for your prevailing wages. DIR folks review CBAs (available in the form of union contracts) and survey how much skilled employees are making. The DIR will then crunch these numbers for accuracy. July covers mid-year shifts. November locks in for the new calendar. These “general prevailing wage determinations” become law for contracts.

Worried about superseded rates? You can find them archived online. That’s why you should always grab the latest menu for journeymen or apprentices. It’s very user-friendly. You can easily find your county & trade to learn how much money you should be making on this job.

  • Your trade, craft, or profession: You will see different classifications there. For instance, the DIR will list terrazzo workers, tile setters, water well drillers, glaziers, brick tenders, etc. Sub-trades, like a traffic signal electrician, get better rates.
  • Your county or region: Your location matters. Bay Area workers make 10% to 20% more than Southern workers. SF premiums crush LA or San Diego. Fresno may lag 5% to 10% behind coastal spots.
  • The type & duration of the project: Short hauls (under 20 days) use the scope of work rates. Your long-term gigs will hit full scale. But school renovation projects will see minor tweaks.
  • Union rates will be your anchor: Keep in mind that CBAs set the floor. The DIR picks the highest local majority rate.

Inflation & Opportunity on the Rise in 2026

You can expect a hike of 3 to 5 percent across the board. It happens due to CPI inflation. Green energy trades (like solar panel installation) may surge by 10% with federal funding. We suggest that you verify your rate at this website; you’ll see that bricklayers, electricians, field surveyors, marble masons, painters, etc., can easily make over $50 in 2026.

If you are new to your trade, the apprenticeship scale will pay you well. You’ll receive 40% of the journeyman rate in your first year. It’ll increase by 60 to 80 percent by completion. Lucky for you, the DIR lists these rates separately, and unions sponsor them the most.

When and Where Prevailing Wages Apply

Not every hard hat job comes with the perk of prevailing wages. These wages are meant for public works projects only. That’s because these taxpayer-funded behemoths shape our city and urban lives. You can think of prevailing wages as California’s fair pay zone. That’s why you should ask, “How much is prevailing wage in California, and do I qualify?” If you are not getting what you deserve, you can sue your employer for wage & hour violations.

What Counts as Public Works? The $25K Threshold

Public works hit when a project exceeds $25,000. It has to use state, local, or federal funds (in the form of bonds and grants). Imagine highway widening, school renovation, hospital expansion, or utility upgrade projects. Any construction, alteration, demolition, installation, or repair on public property (or privately-owned public facilities like airports) is fair game. You can include levees, bridges, sewage plants, and much more (as long as it’s over $25k).

Who’s Covered and Who’s Not?

If you are not sure if prevailing wages apply to you, it all comes down to this single word: mechanics. The DIR defines this broadly as someone who does hands-on construction, alteration, demolition, or repair (directly on the public works site). What does it mean?

It means that if your boots are in the dirt (or concrete), i.e., where the action is happening directly, you are covered. Off-site fabrication shops and desk-bound clerical roles have no coverage here. If you want to know your status, we’ll make it even clearer to you here:

  • Classic hands-on roles: This category includes laborers who swing hammers or shovels, plumbers who thread pipes, electricians who wire panels, carpenters who frame walls, roofers who lay shingles, and many others. They are all mechanics!
  • Supervisors: If you are a foreman or working supervisor, you have coverage. You may get $60 for your work (as long as you’re actively directing on-site).
  • Helpers & apprentices: Good news for you! Helpers who assist trades will receive prevailing wages. Apprentices get scaled rates (as we’ve explained earlier). Unions track these ratios, i.e., 1 apprentice per 5 journeymen (max).

Where Prevailing Wages Skip Town

The Golden State limits red-tapeism in these situations. That’s how it makes sure that your employer doesn’t overcomplicate small gigs. So, these gigs don’t get prevailing wages:

Private Living ApartmentsTiny Projects Under $1,000Non-Mechanics or VolunteersFederally-Funded Twists
If your neighbor is remodeling his kitchen, there’s no prevailing wage here (unless public funds flow in in the form of state-backed affordable housing).Quick park bench fixes or minor public repairs don’t trigger the prevailing wage.Office admins crunching numbers and off-site delivery boys don’t qualify. True volunteers (who expect zero pay) don’t get these wages either.Davis-Bacon might layer on the future, but CA prevailing still rules state/local.

Contractor Rules: Register Now or Regret Later

Your employer has to register with the DIR annually (via PWC-100 forms). They need to post certified payroll records every week. They should also display these rates onsite, both in English and in Spanish. If they don’t comply, they may get hit with a $100/$200 fine (per day, per worker). The DIR can also debar them from future bids.

How to Spot Common Prevailing Wage Violations

We did a piece on California’s lunch break laws and explained how some employers try to deny your meal breaks via shady tactics. The same thing happens with prevailing wages. You are busy working hard on a public bridge job. But your paychecks are lower than your lowest expectations; you only get minimum wage scraps and no real benefits.

Employers pull these stunts and pocket taxpayer funds after shorting skilled workers. But you need to spot the scams first to fight back. You learned the answer to: “How much is prevailing wage in California?” Let’s learn how to spot prevailing wage theft!

The Classic Cash Grab

Some employers try the classic cash grab by paying you the minimum wage instead of your trade’s basic rate. The red flag? You will see that your paystub shows $17 an hour on a key highway site. This is illegal. Your boss must think that public works = easy exploitation. You have to learn how to spot it. Always compare your pay to DIR rates for your county & trade.

“Benefits? What Benefits?”

Fringes have to fund an actual plan or give you a cash equivalent. These benefits can’t just vanish into the manager’s pocket. If your boss fails to show statements with contributions or tells you that they’ll pay you later, they are violating your prevailing wage rights.

Downgrading Your Skills

Your boss can’t label a journeyman plumber as “Group 1 Laborer,” since the former is paid $55 an hour (compared to the latter’s $35/hr salary). If you notice vague titles on checks or no DIR posting on-site, it’s a bad sign. Gig drivers and temps get hit the hardest. That is why you shouldn’t avert your gaze when you see your boss misclassifying your trade. If you see off-books work (like no records of overtime or holidays), speak up!

How to Recover Your Money: A Step-by-Step Process

Worker receiving cash payment highlighting potential off the books wage issues

The LA Times reported that a company based in Kentucky didn’t pay prevailing wages to its workers on a public works project in Cathedral City, CA. Sadly, these cases aren’t rare in the Golden State. If your boss shorted you on prevailing wages, don’t fume quietly. You’ll have to hit them back with a proven playbook that turns violations into cash for you.

California makes it quite easy (& lucrative) for victims to reclaim every dime + penalties. Do not fear retaliation; dishonest employers dread these claims and try to settle them fast. So, you have to follow these simple steps. Get your prevailing backpay right away…

  • Document everything: Gathering the evidence of this prevailing wage theft starts the whole process. You should document every hour, task, location, paycheck, and witness statement. Get a printout of your timesheets and DIR rate.
  • Give your boss a notice: Next, you need to send a certified letter/email to your boss (demanding the correct pay + fringes). You can refer to Labor Code 1770, your trade rate, deadlines, etc. This notification will start the clock.
  • File a claim with the DLSE: If your boss doesn’t comply, you can go to the next step by calling the DLSE (it means the Division of Labor Standards Enforcement). Do it within the next four years.
  • Escalate to civil suit: If your boss is very stubborn, hit the Superior Court. You can win double damages this way (double the backpay), interest, attorney fees, & costs. Talk to experienced lawyers to handle your claim on a contingency basis; i.e., they don’t get paid anything unless you get your compensation!

Contractors on public projects sometimes underpay workers by misclassifying trades, ignoring fringe benefits, or paying base rates that fall below DIR standards. Employment lawyers in San Diego can help workers audit certified payroll records, recover unpaid prevailing wages, and hold noncompliant contractors accountable under California law.
